Housing Benefit Recovery System (HBRS)
Synopsis: Best practice system supported by the DWP.
Due to the success of this system the Department of Works and Pensions have invested heavily in the latest round of enhancements being done at Greenwich owing to its potential for use by other local authorities.
Performance
In the first two years since installation of the live system:
- Over 10,000 invoices have been generated.
- Over £4 million in debits have been posted to HBRS and over 98% of these have been invoiced.
- Over £1 million in credits have been posted to HBRS, and over 90% of these have been invoiced.
- The average time from initial posting to HBRS to referral to the Debtors System is 13 days.
Cost Saving
- Since the system came into use in October 2000 there has been a month on month improvement of 20% in the amount of overpayment collected - over £10,000 a month in cash terms.
- Cost savings have been achieved in the processing of the workload of the department with fewer staff being involved despite increase in work volume.
- A large backlog of cases has been cleared.
- The quick and accurate reports from the system have been particularly helpful to management in grant collection.
The software
SQL Server based using mainstream Microsoft development tools and Crystal reports.
Takes data from any housing benefits system and can automatically post to any debtors system.
Tracks all activity associated with an individual debt.
Over the last two years tried tested and enhanced for user friendliness and flexibility for a team of users under heavy day-to-day pressure.
